The HCPSS Judy Center Early Learning Hub has the following community partners:

Launch into Learning Initiative
Launch Into Learning is an early learning initiative supported by the Howard County Early Childhood Advisory Council (HCECAC). The goal of HCECAC is to highlight the importance of the Early Years, for parents and families in particular, but also for early care and education professionals, and other community stakeholders.

Community Action Council
The Judy Center works closely with the Head Start program and some of their children attend both Head Start and public Pre-Kindergarten at Cradlerock Elementary School. We align our calendars and provide support for summer registration of children in joint programming: Head Start and Pre-K. We work together on Child Development classes for parents and on professional development for teachers. Accredited by NAEYC and MSDE. CAC also provides the Food and Diaper bank for eligible Howard County residents. The Judy Center has been actively involved in the diaper bank since it's grand opening in April 2017. Cradlerock Children’s Center
A local day care center providing full day full year services for families with 6 weeks to 5 year old children. Offers a language immersion experience year-round for Judy Center non-English speaking 3 and 4 year olds. Accredited by MSDE. Contact # (410) 381-0906

East Columbia Preschool
A cooperative nursery school for 2-5 year olds with weekly/monthly themes based on Little Treasures curriculum. Offers a cooperative experience in the classroom for parents and hosts parenting programs in conjunction with the Judy Center. Contact # (410) 290-9166

Howard Community College
Offers entry-level courses for prospective teachers in Early Childhood and classes to meet credentialing requirements of the state. Also has non-credit to credit options for students. Provides Career Links program to prospective students who are low income and face barriers to achieving their college degree. Contact # (410) 518-4854 or (410) 518-4049

Ready at Five
The state’s premier early childhood advocacy organization, which provides school readiness data by county, school readiness materials, technical assistance and on-going training in new models for language and literacy development. Contact # (410) 788-5725

Howard County Library System
The library has an active early childhood department, which offers classes for young children and parents and a highly successful summer reading program. They attend Judy Center events bringing library books and other resources and provide on-site story time. In addition, HCLS Project Literacy is a highly successful adult basic education initiative that engages our English Language learners. Contact # (410) 313-7750

Howard County Department of Social Services
Provides information, referrals and direct services to families served by the Judy Center including access to the child care subsidy program, food stamps, Temporary Assistance to Needy Families, Jobs First Program and supportive interventions when a child’s health and safety is in jeopardy. Howard County Health Department
The county agency responsible for providing health services for low-income families and offers immunization and flu clinics, the Family Options teen parent program, vision and hearing screenings for young children, emergency preparedness, tobacco cessation and substance abuse assessment and treatment, health education, child health and wellness programs (safe sleep education/cribs, car seat safety and WIC). Howard County Department of Recreation and Parks
The county office charged with overseeing parks in the community and recreational opportunities and scholarships for families. Recreation and Parks provides teachers for the Judy Center’s playgroups and secures our cultural arts presenters for Families Together Nights. Contact # (410) 313-4700

Office of Children’s Services/Child Care Resource Center
The Office of Children & Families promotes the well-being of children birth to five years old by providing services and supports to their families and caregivers and supports the initiatives of the Early Childhood Advisory Council. The Office offers a wide array of services and resources to promote healthy development, school readiness and strengthen families. Contact # (410) 313-1940

Luminus
Luminus is a nonprofit organization in Howard County, Maryland that empowers immigrants, refugees, asylees and other foreign-born individuals by helping them to access community resources and opportunities. Luminus provides immigration counseling, interpreting & translation services, information and referrals and a variety of workshops. Contact # (410) 992-1923

Family & Children’s Services
Springboard Community Services (Family & Children's Services) is a provider of mental health services to families and children of all ages. Also provides Healthy Families Howard County program which delivers a home-visiting comprehensive program that supports first-time parents. Contact # (410) 997-3557

Howard County Behavioral Health Authority
A county agency dedicated to providing quality mental health services and leadership in interagency training and educational opportunities while focusing on prevention and community collaboration. Contact # (410) 313-7350

Owen Brown Community Association
The Columbia Association Village non-profit governance organization, which promotes the health, safety and social welfare of its residents, while advocating for the residential concerns to the Columbia Association and the county/sate. They offer reduced rate meeting rooms and support the outreach/work of the Judy Center. Contact # (410) 381-0202

Early Intervention Services
A school system resource that offers families with concerns about their child’s development screening and services, if necessary, to assist children in their developmental trajectory. Provides special education teachers to our Preschool, Pre-Kindergarten and Kindergarten programs and Infants and Toddlers services to parents with children birth through age 3. Conducts screening and assessment as indicated, including at the Judy Center Health and Wellness Fair. Contact # (410) 313-7017

Family Support & Resource Center
The Family Support and Resource Center is designed to help families of children with special needs. Services include workshops, IEP assistance, IFSP assistance, newsletters, a lending library, facilitation of parent support groups, and community resources and service referrals.
